The ruling is in!!!! After a VERY lengthy arbitration the decision has finally been rendered. "The staffing dispute identified in the submission between the parties is arbitrable. The Employer has violated Article 13, Sections 1 and 2 of the Collective bargaining agreement between the Union and the Employer. The Employer is required to adhere to the standards of NFPA 170 within 30 days of the receipt of this award through mandatory mutual aid agreements or hiring or a combination of the two. The Arbitrator shall retain jurisdiction" The contracting to SFFD keeps all parties in compliance with this ruling on the South side of the Golden Gate, but begs the question on the North. The tardiness of the decision has definetly changed the landscape of the situation and all parties have experienced a loss, but hopefully we can continue the pursuit to maintain a safe and effecient fire department in the Marin Headlands. On Friday August 27, 2010 Presidio Fire Department Station 51 was officially closed!! All vehicles, equipment and personal items have been removed as well as all phone lines disconnected. The Presidio Trust is now speding over a reported $100,000.00 on a facelift to the station including new flooring and new paint (all things that would not be replaced for the PFD staff). 15 members have completed (and some were waived) the entry level requirements and will begin the SFFD Academy on Monday August 30th. Good luck Gents! The remaining folks have transitioned to Station 52 in the Headlands, slightly cramped with only 1 toilet and shower! Stay tuned for more..........

Sorry for the lack of updates on our site, it's been quite hectic here to say the least. Local F-145 welcomes the addition of Brian Kelly, Chief (Retired) of San Mateo to the administration. Chief Kelly is here to oversee and assist in the upcoming transitions regarding the closing of the Presidio Fire Department. Chief Kelly brings a full career of municipal experience to the PFD, and although his arrival is long overdue we look forward to working with him and hope his presence brings assistance to our members. The contracts between the SFFD and the (1) Presidio Trust (2) NPS, have finally been accepted and has made it past the Fire Commission and a committe of the Board of Supervisors. The SFFD has made their initial selection of 12 (H-2) Firefighters and 3 (H3) Paramedics along with 4 alternates. Those members must still complete the CPAT, Background and medical requirements prior to an official offer being made. Congratulations to those members! Unfortunately, not all of our members were included in this arraignment. The remaining members have multiple irons in the fires and are diligently working to secure careers elsewhere. This is a very trying time, which we wish no one ever has to go through, and appreciate the support the community and others have shown our members through the process. The timetable still stands with an academy start date, and the beginning of the SFFD coverage of the Presidio, slated for August 30th. The remaining members will then occupy the Marin Headlands until a final closing date of October 30, 2010. The Southern Marin Fire Protecting District is expected to begin coverage of the Headlands on October 1st. As for the arbitration, we are STILL painfully awaiting the ruling from the arbitrator. This ruling will hopefully solidify our position that the NPS is unsafely staffing the PFD and puts firefighters and the public at risk. The potential of a federal injunction to keep Station 52 is still in the works.

For the past 5 years, the Presidio Profesional Firefighters have been fighting to return Fire Department Staffing to a safe and consistant level. The National Park Service (NPS) and Golden Gate National Recreation Area (GGNRA), have stated they simply can not afford to staff to these levels which are REQUIRED by law and contract. Now, just before an arbitrator is due to rule on these staffing conditions, 19 Union firefighters are facing job loss. The NPS and Presidio Trust have agreed to contract with the San Francisco Fire Department for fire and emergency medical response in and around the Presidio, Baker Beach and Fort Mason and to rely on NPS Law Enforcement Rangers to provide collateral coverage within the Marin Headlands, with occassional assistance from the Southern Marin Fire Department. The contract was negotiated without input from IAFF Local F-145 and while 19 journey level, union firefighters are preparing for unemployment, the City of San Francisco is gearing up to hire 55 entry level positions. Federal stimulus money does not protect federal employees! Show your support today and: Tell the NPS and Presidio Trust to, "Protect those who protect you!"

Local F-145 found out during our meeting at Speaker Pelosi's office on Wednesday March 24, 2010 the NPS/Trust and SFFD have completed a tentative deal. They believe they have agreed upon a dollar amount and have only some minor issues yet to work out.
This is the status:
May 1st official employee RIF notices to PFD members.
July 1st SFFD to begin coverage on the Presido (Marin to be covered by NPS Rangers and Southern Marin?)
SFFD to aquire 15 personnel (12 FFs and 3 ambulance paramedics)
25 permanents can apply and those who qualify (CPAT, background and physical) will be interviewed and chosen by the SFFD. If 15 members do not apply then the terms may apply.
Thus 19 (55%) of the PFD UNION Firefighters will be let go. 10 perm and 9 term. Some may possibly be retired. As of Friday's update, the GGNRA Interim-Superintendent Dean stated these dates are "Optimistic" (not sure for who) and that October was a more realistic time frame. Once again the NPS and Trust have assured our members that the Union will be involved and are willing to discuss other options as NOTHING has ben signed to date. Local F-145 still has a hard time comprehending how the Presidio Fire Department will lose 19 full time,Professional, UNION firefighter positions during the same year the SFFD will be hiring upwards of 55 ENTRY LEVEL positions. Local F-145's position is that ALL 34 employees be given the opportunity with the SFFD and we will continue to fight for these positions. Stay Tuned!!
